The other 1/4 is TB. Her sire is Winnetou. Her dam was a much-loved 1/2 Han. 1/2 TB.
If I were you, I’d contact Westfalen. Winnetou at one point was given licence with RPSI, pending sport requirements. Not sure what ever became of that; if he only managed approval with AWS or what his status was/is. He was never approved by Hanoverian.
RPSI has merged/become Westfalen-NA, so the records should be with them. Message Ann and send her your potential mare’s pedigree. See if they’ll inspect her, and what books (if any) she’s eligible for.
I contacted Ann, but haven’t heard back, yet. I’m not terribly familiar with Westfalen. Does it have a reputation of anything?
