If he needs to work off board then I would be giving him things to do that he gets paid for. Like drag arena $5.00, pick turn out pens $5.00 per pen. weed whack front fence line $25.00. Mow barn area $10.00. this way he is doing work but not dealing with the horses and there heath.

I really like this idea. Maybe take how much board he works off, divide it by how many days he works and then create dollar amounts for each chore (that, if he completes every required chore, would add up to the full discount at the end of the month). That way he’s only receiving the full discount if he’s completely every necessary chore.
I like the idea of a checklist that he has to initial, but I doubt it would actually help the problem…and I DEFINITELY don’t believe in giving him the discount for low-quality work. Finding good barn help is hard, I really hope this gets resolved for you!
A checklist is a good idea. If BO likes him, figure something out.
Honestly, to me, a barn manager is AT THE BARN. Not at a full time day job. That way one is there to oversee if there is hired help. I wouldn’t consider someone who is not at the barn a true barn manager, maybe someone who is working off board or has extra time AFTER their regular job.
Maybe I’m being a bitch, maybe I’m just used to different set ups.
Either way, get the list, have someone else look it over.
