The best treatment I have found is also the cheapest. 50/50 mixture of Listerine mouthwash and baby oil. I spray on, then rub in.

The vet can culture it for you if you’d really like to know what it is and get it gone. I once treated painful fungus for several months only to finally learn that it was bacterial. Doh. It was gone for good within days of giving the horse antibiotics. If you’ve been treating for fungus and it’s not improving, it may not be fungus.

It’s probably not fungus.
Most likely , as others have mentioned, cannon keratosis. In that case, use of a keratolytic shampoo will remove the crud. (one with either benzoyl peroxide or salicylic acid)

Dawn (best grease cutter) dishwashing liquid and hot water. After rinsing follow up with cold water to close the poors. When legs are dry you can use Equiderma. Repeat the process and in a few days it should be gone
