Good withers won’t stop a saddle from sliding backwards. Girths can break (even good ones in good repair, I’ve seen it happen.)
I don’t have a latigo, though I could see doing that by not putting my stirrups down until the final tighten. Again though, there are other reasons they can come in handy.
