Update: We bought the pony! He’s coming home Friday. Plan is to keep him on Bute for a week at home during the transition, then switch him to Equioxx.

The risk is low, but it’s still there. I’d try him, but I would have an ironclad contract that states the seller is required to buy him back for what you paid. CYA and be very clear of expectations for each party.
I would have your vet do the PPE after a few days without the Bute too. It would give you a more clear picture of what exactly is happening, and so you can see how uncomfortable he gets without NSAIDs.
