He rents from the owner of the townhouse. there is no property manager. i don’t know what their rental agreement is and it’s really none of my business. Some owners allow pets, others do not. We did have a law on the books that would essentially make landlords liable for vicious dog attacks as well as their tenants but that was wisely overturned.
