What’s the problem? Is he scared of being caught? Weary of you as new people? Just has a “I don’t wanna” attitude?
I would handle the situation differently depending on the cause.

This is what you will have to do. In a large area there is no way you can gain the upper hand and he knows it. May be one reason he was there at the KB in the first place.
