Okay, Petco is different. In your case it’s your employer’s call how to handle it and if it is/becomes a problem for Petco stores they’ll come up with a plan and perhaps request a deposit or other actions. I was thinking you were a private grooming shop, but in your case, it’s just not your call on what to do.
Although also in your case, Petco most likely does have security cameras so they could turn over footage of these creeps to the local tv stations for airing.
