I’m struggling to understand how one could conclude the horse is neurological from watching this video

Considering his relative youth and experience, I think he is lovely. Perhaps as he gains experience and relaxes, his extensions will have less knee action and more movement from the shoulder. He is certainly in the right program to help him grow as a GP horse.
