Counties/States with strict neuter laws?

In fairness to vets, low cost clinics are supported by donations. If you are a vet, you have to charge enough to pay for your student loans, your help, the rent or mortgage, the lights, etc. Making a profit in anything is difficult. Considering the cost of their education, their average salary isn’t that high.
That said, I do think that low cost surgeries help.
mudpuppy, I agree but I think that research has also shown that most surrendered adult animals are from litters given away to friends and families. Perhaps preventing some of these litters prevents some impulse acquisitions which prevents surrenders a year down the road.
