They did raise the age to 25 for EAP! So not open to all, but it is extended.
There is currently an “Emerging Jumper Rider” program that is open to ammies as well as juniors- it’s open to those who earn an individual medal at Zone Team Finals. It opens up some clinic opportunities and is supposed to be a pathway to some of the higher levels. It does mean that you already have to be out and winning at 1.10m, but it is SOMETHING that they’re offering (even if it isn’t monetary!).
