Farrier wants to cut off hoof to eliminate vertical cracks?

Bella at least you say your pasture drains pretty fast. I have clay, pot making clay so we stay flooded for days at a time. First thing I did when I moved here was build a barn, a dry barn. Nothing fancy but it stays dry. Some days my guys don’t get out any more than 30-45 minutes a day while I clean stalls and fill hay bags. I’ve also been known to hand walk them. No, they don’t like it and I worry about them staying in so much but you have to do what you can. If your horse had colic surgery he would be in for weeks. You will never get a handle on his feet if he is out in the wet.

If you are in the St Johns Co area and are completely flooded you can make arrangements at the Equestrian Center, they have let folks keep their horses there before. Contact them and see if they can help. Good luck.
