Honestly, neither footing sounds inviting, although I will say that hard footing during a hard winter is pretty miserable, so I’d be more inclined to go with the softer, in the hopes it improves over time.

Your horse can ,slowly, adjust to deep footing. Hard footing with even if only occasional rocks, can be devastating.
