The problem is it’s not your house with your doorbell. It’s a place of business that is open to the public (boarders) and doesn’t belong to the person who was talking about filming. It actually doesn’t matter if anyone is feeding the horse or not. If you install surveillance cameras in a business, you can’t just put them up. In most states, you must have signage indicating they are being filmed, even if the cameras are very discreet. You also can’t put them up if you’re just a customer/client. Letting anyone not the business secretly film your clientele is asking for a lawsuit at best. (Putting a camera in your horse’s stall at such an angle that you are ONLY filming the horse may or may not require signs, but it 100% requires the permission of the owner of the building. Ideally in writing. And frankly I’d put a sign up anyway.)

Yeesh. I’m with Pally. It’s a good thing the OP took the sane advice (no e-mail blast, talk to the BO/BM) rather than listened to “it’s okay to illegally record people on someone else’s property if you think they’re feeding treats.”

Different states have different laws, so do not assume you know what can or cannot be installed and whether signage is required. I also said it requires permission.

if they are to read the rental agreement, within it usually is an assignment clause to allow the rent to do specific things such hang pictures on the wall… the right is assigned not understood

How much outside the paddock it is going to film would depend on a lot of factors; any possible manipulative intent only being one of them. If one’s intent is drama inducing gotcha moments…you can easily put a ‘pasture camera’ up that will survey much more than just the horse in the paddock. And paddock size, layout, location on the property, location of suitable mounting sites, and just a plain lack of tact could all factor into how much is being recorded.

As for people videoing others on their phones…I personally, unless it is a video of a crime in progress, believe the behavior behind the camera is just as ugly as what usually gets captured on the camera. It might not be illegal…but most times I wouldn’t consider it “behaving right” either.

‘Everybody does it’ does not make it any more appropriate.
Quite frankly, any filming of someone outside of someone you have a relationship with is done with intent. The person filming is trying to catch someone out, thinks the person is an idiot (the people of Walmart for example) and worthy of shared ridicule, or is filming a moment of bad luck/gore so they can shock and awe their friends with what they saw on the way to work.
Once in a very long while, we film people because of their beauty and their talent. But mostly we film people because it makes us feel better.

A person standing there and openly recording with a phone is just a wee bit more obvious than a concealed surveillance camera.

Just ask the barn owner why he/she placed a surveillance camera in the paddock? They’ll get the message and investigate and handle the situation and you have a response if asked by the boarded. “Hey, all I did was ask the barn owner about the camera because I thought he/she placed it there.”
