Different states have different laws, so do not assume you know what can or cannot be installed and whether signage is required. I also said it requires permission.

If it is a camera and in the paddock of her horse to catch unauthorized carrot feeders, how much outside of the paddock is it going to film?? How is this any different than someone videoing people with their phones? They do it all the time without asking first?
How much outside the paddock it is going to film would depend on a lot of factors; any possible manipulative intent only being one of them. If oneâs intent is drama inducing gotcha momentsâŠyou can easily put a âpasture cameraâ up that will survey much more than just the horse in the paddock. And paddock size, layout, location on the property, location of suitable mounting sites, and just a plain lack of tact could all factor into how much is being recorded.
As for people videoing others on their phonesâŠI personally, unless it is a video of a crime in progress, believe the behavior behind the camera is just as ugly as what usually gets captured on the camera. It might not be illegalâŠbut most times I wouldnât consider it âbehaving rightâ either.

Quite frankly, any filming of someone outside of someone you have a relationship with is done with intent. The person filming is trying to catch someone out, thinks the person is an idiot (the people of Walmart for example) and worthy of shared ridicule, or is filming a moment of bad luck/gore so they can shock and awe their friends with what they saw on the way to work.
Once in a very long while, we film people because of their beauty and their talent. But mostly we film people because it makes us feel better.
A person standing there and openly recording with a phone is just a wee bit more obvious than a concealed surveillance camera.
Just ask the barn owner why he/she placed a surveillance camera in the paddock? Theyâll get the message and investigate and handle the situation and you have a response if asked by the boarded. âHey, all I did was ask the barn owner about the camera because I thought he/she placed it there.â
