A horse I bred is an ISH, not nervous or high strung. He has always stuck his tongue out to the side which we put down to his passig the time sice he does it when not ridden. However, when he is ridden he does not do this. His rider is very quiet with is hands tho. If it did continue, we were going to try a bit that did not move and sat steadier in the mouth.
