I have a friend who’s neighbor lives on 10 acres and keeps 3 horses in a roundpen year round. He also bought a calf last year and it lived most of the summer inside a stock trailer. Never came out. Nothing anybody could do about it because he stayed within the law. Horrific.
Is there some way to find out who owns the horse?
if I had my horse in his barn and I found out about his training methods I would be yanking my horse out of there and warning people not to use him.
I can’t help but think how ironic it is that we find this disgusting, yet the majority think show horses who are stalled 23 hours a day are pampered.
Good luck OP, I know how difficult it can be to convince LE to push charges when it comes to animal welfare.
This ^^^. Your state should have some kind of Animal Control division that will respond to cruelty accusations. There will be written policies and procedures to determine if a horse is being abused.
Thanks for all the responses! Horse was left untied and stayed in the far end of the pasture today. “Trainer” tried catching him a couple times but it didn’t work. Fingers crossed Whoever is supposed to be buying him tomorrow shows up and loads him themselves. Depending on who “trainer” was talking to at the time, he either owns all the horses or they are owned by some horse trader or another. Either way, not a good situation, nor a source of assistance.
Deputy never followed up as far as I can tell but “trainer” knows we’re all watching now and will not hesitate to become a nuisance to our landlord and LE if this happens again. Our landlord is supposed to come by sometime soon to service the a/c so I plan on having a long discussion with him then about what’s been going on.
I’m in Oklahoma and will be researching state animal welfare standards so I at least can leave a copy in the neighbor’s mailbox and keep a copy on hand for future reference.

It is unfair to show such cruelty to animals. Although they are animals, besides all they are living beings. Treat your animals with care. Give them proper food and water.
I’m in Oklahoma too. Animal care here leaves a LOT to be desired!!!
One thing to be careful of too, is that if you DO leave hay or water and ASPCA people show up, they won’t find anything wrong. I heard of this happening where there was a starvation case, but because people had left hay for the horses and it was still there when the inspectors or deputies or whomever showed up, they couldn’t do anything because technically, the horses had food.
I understand your reluctance. Because of being vulnerable to damage to your wn animals from this neighbor. If you can get additional neighbors to complain about this, it will have more impact. Both to LE and to the landlord

Horses die of colic without water. Their system dries out and they get impaction colic.
Humans - 3 seconds without air. (This means depleted from your brain so out of blood as well.
3 days without water
3 weeks without food. That of course changes if you are on extremely hot days.
Horses are completely different. They are designed for little and often. The food goes through their system using parastolsis and needs food continually and water to wash it through.
Not to mention that tying it and not feeding it does not teach it not to buck.
