I’ve used this waterproof, heavy-duty boot to soak a foot:
It has a removable padded cushion in the sole and a tough bottom that holds up well. You could fill it with ice, or, to @ASB_Stars point about keeping hooves dry, put the foot in the boot, then put the booted foot in your bucket of ice water for all the cold and none of the wet.
