Is there a rule on the length of crop carried on cross country?

Yes if they are shorter than 28 they are tiny! I like the racing ones that are every inch of 30".

As a steward for competitions run under FEI rules, in addition to the length of the whip, it must have a flapper on the end - not a lash like a dressage whip. You may not carry a dressage whip when jumping ANY obstacles - including trot or ground poles.

Does this mean that you may not carry a dressage whip when working your horse over trot poles? Or Ingrid doing her cavaletti work can’t carry a dressage whip on FEI grounds? I completely understand for jumping, but trot poles are not jumping.
