I will try to take some. I’ve been cleaning it 2x daily, so he’s very uncoopeative every time I try to get him to hold still long enough to snap a pic

The shelter I worked for didn’t tattoo S/N. Not all shelters are the same. And it was one of the largest not for profit shelters in the states.
I hope the kitty is feeling better.
Me too )re: hope the kitty is improving), but I still find this whole thing incredibly bizarre. If they did some surgery beyond a basic neuter (even if it was an accidental incision) they should have informed you.

Call the shelter so that they know something went wrong with their technique somehow. They might have had a new person working on your cat, they might have tried a minor modification. I’d follow up with them in an “FYI” and neutral way.
I tend to do that with vets (and mechanics) a bit: I circle back to let them know how the 4-legged/wheeled is doing after their work. Every once in a while, I mention a detail that is important to the vet/mechanic and which I hadn’t thought would matter.
I hope CatHead continues to improve and that his new life in your home gets better from here. It sounds like he’s been through a lot.
We partner with a shelter at the animal hospital where I work. They WANT people to come back to them with surgical complications so they can treat it and cover the cost. The only exception is an issue that arises when they are closed, then we have an agreement with them to offer services at a 50% discount. But we still tell them about the issue if we see the patient.
I wonder if the tattoo solution is contaminated with bacteria. If so, the shelter will want to know before other animals are infected.
