Kid (toddler) starter saddle suggestions

Would it work on a horse? I have a small quarter horse my daughter rides and wasn’t sure how the pad would work on him since they are made for ponies.

My 12.3 pony is built like a barrel with no withers, wears a 16.5 xwide saddle. Fits him just fine.

I’ve put it on a 14.2ish quarter horse that was built like a brick house and it barely fit, didn’t quite come down long enough on the sides. But she wears a 78” blanket.

I was looking at the Shires one (also because of kizzy and etties pony adventures haha) but wasnt sure if they would ship to Canada, or if shipping would be horrendous.

Going to look up the other options too!
