In the abstract, for the right job, at the right price I am not opposed to a chip-- but I would NEVER import one with a problem like that. Have you looked in Canada?

I bought a horse once with a “stable” knee chip.
He was gorgeous. Beautiful. Until one day he tripped while playing in the pasture.
Chip was no longer stable. 6K in vet bills later, he was semi-comfortable as a pasture pet.
