To me, this sounds like it could be considered a nuisance. If talking to the neighbor doesn’t yield improvement, you could talk to a lawyer.

I had residents for many years.
I left their nests, some were reused, new ones added.
Loved watching Flight School as the babies were encouraged to leave the nests.

But not one last year
I’m afraid the sparrows have taken over & There goes the neighborhood!

Beware about assuming something is a nuisance if you (g) don’t know the locality rules. If a property is zoned for ag use, e.g., dumping manure may not be the nuisance it would be in another area.
My neighbor farmer burns their manure pile and the disgusting-smelling smoke blows down to another neighbor’s. Nothing the affected neighbor can do about it, other than ask burning neighbor to not do it all day every day. Burning neighbor has been sued a few times for other, related things by other nearby residents and always wins.
