They have yet to address all the other people that make up the horse show day that are unlikely USEF members.

Per a USEF letter written October 19, there are certain adults who work with athletes that are required to consent to a background check as a condition of their contractual relationship with USEF. It then lists clinicians, vets, farriers, photographers, and others. It seems the point of the letter is to address the concerns stated in this thread.

This is about bringing attention to what constitutes abuse; being aware. We are not complacent around our horses or it’s a trip to the ER. We cannot become complacent to this. Being aware, being cognizant is critical to stopping this.
