Even a forward flap on a Stabilizer is not very forward. I have seen a few Conquests with Stabilizer seats around, but I don’t remember where or the sizes - helpful, I know!
I wouldn’t be surprised if Bogie was right and the flaps are not actually “forward”.

I do think the seat’s a bit small as well. To judge the way it fits the horse, it would be helpful to have a shot from the side, similar to the one you posted, but unmounted. It would also be a help to see the angle of the tree point compared with the angle of his back. And to make recommendations on other saddles you might consider, a “nekkid” conformation shot would be a huge help.
