The claims would be carefully considered by legal counsel.
I think you only need to look at the Larry Glefke doping case to understand how a prolific offender can win a court case.

I was glad to see some of the U.S. pro riders jointly issue a statement through the ERA of NA, seemingly in reference to this event as it was posted right after. The group is made up of some our most prominent riders, and while the group may/may not have governing power to say "It only takes one person’s poor horsemanship to ruin the reputation of all Eventing professionals in the public’s eye. If you see something, say something. Don’t be afraid to take concerns to event officials, the competition Rider Rep, or an ERAofNA member. " I like that
Well he piloted 6 in the international classes at Floors last Friday, taking 1st, 2nd AND 3rd in the 2* and two top 10 placings in the 3*, all without issue AFAIK.
ETA is there no limit to how many XC rounds a rider can do in a single day FEI? It’s 5 for national classes here.
Lauren Nicholson is a class act. I got to meet her at LRK3DE this year and she was a delight. It was a shame she didn’t get to run xc, but she posted saying that she scratched Patty because he didn’t feel right and that just makes me respect her even more.
