There is no entity that can sanction Mark Todd except for the BHA and they have temporarily suspended his racing license, pending their investigation into the matter which takes away his livelihood training racehorses, for now.
There is really nothing else that can be done no matter how much some people would like him to be more severely punished.

Definition of tort: a wrongful act or an infringement of a right (other than under contract) leading to civil legal liability.
The second part is important, the wrongful act has to lead to civil legal liability. Not every wrongful act is a tort.
