Apologies for not responding to individual comments/suggestions - I appreciated them! I wanted to update this thread because we figured out that the horse had a mild case of EPM. Performance issues have resolved with treatment. The horse still prefers cooler weather too, though 
Not sure if this will help anyone in the future, but worth a shot!
