If you like the pelham you could also try putting a cover over the curb chain (or switch it out to a leather strap instead of chain). I second the slow twist idea (I have an older slow twist that is bit more ‘twisty’ than the newer D ones I see in stores that my horses all seem to like). Other snaffle that has been useful for me for sometimes strong horses is the KK ultra loose ring - it comes in a pretty skinny mouthpiece (14mm or even 12mm) which is good when you need to slow down, and in my experience, doesn’t upset horses.

Probably not a bad idea. We do it in eventing!
