I also have a TB mare with the same sort of gray hairs throughout her coat. She has just a couple of gray hairs in her main and her tail, as well, but doesn’t show the skunk tail expression. She’s a dark bay with just a nice round star - no other white on her.
Unfortunately, it’s tough to get a picture of the coat hairs unless I get up super close like you did. They almost completely disappear in her winter coat, but pop in her summer coat. Problem being, from a distance they sort of “melt” into her color and just create this “sheen” on her. It isn’t nearly as obvious as the example pictures posted by other COTHers. However, here’s the only picture I have of her that shows her “sheen” - and I can pic out the white flecks, but then again, I know what I’m looking for. Not sure if others can see it or not.
Please note - my poor mare was still underweight when this picture was taken. She’s fattened up and is doing much better now.

I thought for a while this was “roan” but have done some research and realize now that it’s probably a light rabicano expression.
