It is sometimes called goose stepping, and is indicative of tension in the walk.

This. Not a good thing. Carl H’s new GP horse Delicato had some goosestepping in his Olympia debut, showed brilliantly but showed some tension, no surprise since he hasn’t shown much and Olympia is by all accounts an electric venue. You could clearly see Carl working to fix it.
