Agree about the TD rules. I disagree with the housekeeping rule about Amateurs. The wording establishes an income threshold percentage . I also do not agree with the wording that punishes elite GP level Ammys

Given the number of changes, and the need to download each item only defined by a #, could you share which one this is? I dont have the patience to wade thru them all Hope this USEF doesn’t think this is a user friendly thing…

The ones pertaining to dressage start with “DR” under the “Rule Reference” column. The rest are GR (General Rules). I have not had time to wade through them.
All the rule proposals are on the USEF web site under the Rules tab. You do not have to be a member of USEF or USDF to view them. DR prefix are for dressage. K_VanOlst has referenced the correct proposal. I find the “more than half income” section to be unworkable, countering the long standing Ammy rules. Not sure this is a situation which needs alignment with FEI. If there is desire to restrict or redefine the rules under which AA compete in CDI, that would need far more than alignment of these words as proposed.
elsewhere is a somewhat poorly worded proposal to strike the Baucher bit rule, though I think the USEF is already aware of this poorly crafted original rule change. They tried to align with FEI on that rule but left out critical wording and directions on how to measure. Strikes me as very odd as there are illustrations as to how to measure other bits.
This is a lot to wade through - if they’d put a short sentence in the “comment” column it woulda been nice.
GR872 is interesting - horses at the competition must have temp taken twice a day? Is that for horses in isolation or in general? IE, I take my horse to a recognized show, I have to take her temp 2x day? Where do I report that data and who takes the temp?

I don’t know how they think they’re going to enforce that one, unless they want to hire a huge, roving troop of stewards to wander around the show grounds all day to watch people take temperatures.
what I dont get is the numbering on GR872 ( body temp). I cannot find where these rules already exist. The rules being discussed around these numbers in other documents seem to involved the rise and reporting and management of a horse with fever. It sounds like they are expanding on Disaster planning which includes disease outbreak
There are provisions in the current rules about horses who cannot receive conventional vaccines and the obligations of the entrant to screen temps.
I am not sure this rule wording does well living out of context of the rules before and after it
There is a temp form available on the USEF website.
While the horse is on the show grounds, the rider, trainer, or someone responsible for the horse takes the horse’s temp and records it on the form. The form is taped to the outside of the horse’s stall.
It’s common practice and requirement now at shows in CA and neighboring states due to the VS outbreak.
Additionally, temps had to be recorded for 3 days prior to competition and that log was presented to the person completing the VS inspections upon arriving on the show grounds.

On the AA rule, I think its fair. Once you’re competing at that level at CDIs, why should you be able to compete against regular amateurs at First Level in your Region. I had to ride against Alice Tarjan (who has been on US Teams in Europe) last year at Third Level. She is definitely an “amateur” by the money rule, but she’s basically a professional rider. She’s also a lovely person and of course she beat me by a LOT. I’m not bitter about that, but she’s really more of a professional.
On the temp rule - That’s already the rule at CDIs. Would be interesting to see how its enforced at national shows.
She’s not making her money in the horse industry (IIRC she’s a lawyer) - just because she happens to be an exceptional rider doesn’t make her a pro
If you compete in combined driving at any point in the last 3 years you would be doing this. If you compete FEI in any discipline you are doing this (plus the 3 days prior).
FEI is the best method, we have an app to enter temps. For USEF horses is just a piece of paper on the stall.
And yes, some people can and do fail to take temps, but most of us are just here to do the right thing. The app is especially critical on the event of an outbreak since there’s a clear history of every horse at venue A if the outbreak is discovered after many horses have gone homes OR to other venues. I seriously hope that this becomes standard practice at all shows and that usef licenses similar/same technology. It’s absolutely ridiculous (that is the kindest thing I can say) that these giant venues that run multiple shows, 1000’s of horses do not already do this.
That article on Amy Swerdlin was published three years ago, and I don’t know if she is still the Awards Committee Chair for USDF. If so, that may be why she is the contact person for that particular proposal. Lord knows there has been a lot of fussing here on COTH about amateurs having to compete against folks like Charlotte Jorst and Alice Tarjan, and I can certainly see how Amy could be drawn into that discussion esp. if she is the USDF Awards Chair.
