The weighted boots supposedly make some horses more aware of themselves behind, and thus more careful. Often used for jumpers who aren’t naturally very tidy behind.
I think it is borderline abusive, because it is terrible for hocks.
Actually, they lift higher when the weights are on. yep, pretty much abusive. But like making it out of balls instead so they can call a chain mouthpiece a waterford, you are going to get all kinds of objections if you call it that.

Oh please, a waterford is nothing like a chain bit. It’s a fairly soft bit, they just can’t lean on it. Used it on plenty of soft mouth horses who would throw a fit in a harsh bit.
Anything can be made into an abusive tools in the wrong, uneducated hands or overused.
Just make sure they don’t have spikes in them - !
It is debatable whether all the tools and gadgets actually help in any significant way, but at the competitive level, people will try anything to get an edge, and faster.
