Why is she thinking of buying another horse if she already has a horse whose training/talent exceeds her current level?
She should not be in such a hurry to spend a nice chunk of money. Chunks do not come along very often.
Why not spend a year with a great lower level trainer so that she is maxing out her current horse and she is ready to move up. Then ask the same question. By then she will have a much better idea of her true goals.
