I was a manager for one of the premier dressage/sport horse facilities in the country (I managed first the office, then the healthcare, feed, farrier, etc of all the horses) which would have almost fit your needs- it was more expensive than you are looking for and we did not have hay tested (not really practical on the east coast when you are going through a tractor trailer load every couple of weeks). However we did not offer straight board (all horses in full training) but the way you worded your questions, at least here on COTH, would have been very off putting to me- like you are attacking the barn before you even get there.
