All kidding aside, it is a thing in rescue, the wish to just swoop in and remove animals from a deteriorating situation, legalities be damned. It rarely ends well. But it is undeniably hard to keep working these situations over weeks & months with uncertain progress.

I find that back and forth from Tik Tok a bit confusing.
The way it reads, Dipshit was at the vet and “asked for a PPE for Pete” because someone was (allegedly) interested in him. Yet no PPE was done. Then the vet pointed out Pete’s bad hock and suggested it needed an exam, but nothing was done. The only result was a pair of health certificates and apparently some bute.
How could this modest interaction possibly serve as getting a vet clearance before the horses are ridden again? I thought that’s what LE required. A CVI certifies a horse is free of communicable diseases. It means nothing regarding lameness or suitability for riding. I realize we all know this, but perhaps Dipshit does not. Could he possibly think that this was a PPE?
I would not put it past him to think that a CVI is a PPE.

It was a text back and forth with The Mare Stare and a vet tech at the clinic. I found it difficult because TMS prompts the vet tech and I feel she gets a little side tracked. TMS has jumped to conclusions in the past regarding Cereal. In the text I saw the other day, it was not blacked out like that.
Again I feel that PPE is the lastest equestrian buzz word they learned and is running it into the ground. Anyone with eyes in their head would see these horses are not sound. So why stress so much about rads, bloodwork, and flexion tests. She’s a pot stirrer. (TMS)

So. I suspect that the truth is that neither horse has had a true vet exam since day one. Ever. This is what Bozo will not do. If he thinks that he won’t like the answer, then he doesn’t ask the question.
Did he himself get PPE’s before buying? Doubtful. If he did, those would be a great benchmark against a later examination.
He keeps being told by vets to have the horses examined more closely. But he doesn’t do it. Possibly Falcon had a little bit of a closer look in San Angelo, but we can’t be sure how thorough that was.
Apparently he was told by the San Angelo vet that Falcon was not fit for a trip like this. We don’t know based on what evidence. Maybe just a visual look over.
As far as being “cleared to ride”, that is probably only effective for Kootenai county in Idaho. They have no authority anywhere else.
So no, I doubt he did whatever needed to be done to get “clearance to ride“ for the only jurisdiction where he was required to do it. He’s either trailering through there, or going around.
TMS had a little talk about how he should be transparent and release all of the vet records to encourage buyers. But I think that there are no vet records to release. Just a basic proof that the horses don’t have a contagious disease, for the state inspections.

I agree with all that. And every official along the way hot potato’d him down the line. Traveling headache for all involved. Really bummed that there were no safety nets for the horses other than a bunch of “crazy” horse ladies that made his trip more difficult.

Agree completely. If I were a buyer, I would assume they are what I see in front of me, and are being sold “as is.” I doubt I’d even sit on either horse. What’s to evaluate? They’re both sore or downright lame. And their dispositions have to be okay, because neither one was ornery enough to maim the one human who deserved it. Bottom line, this is more or less a mercy purchase at this point.
Have to add that I expected to come on here and find that he’d posted his Ode to the Life of a Wandering Cowboy and ended this charade. But alas, he has not.

Yes. I hoped it would be over by now. I suspect, hope and pray that once he’s completed his “destiny” journey and realizes that there is no place in his life for two broken down horses, he will come to his senses and sell them to someone for a reasonable price. I don’t think he’ll dump them because there are people out there who will pay $$ for them, just not $60K.
