The current USEF rule says that traditional stirrups are “recommended.”
The short-lived rule about the black stirrups was also inconvenient if you needed extra riders to fill an equitation class, but they happened to have the black stirrups on their saddles. Then what?

yep, that…it wasn’t worth the effort to police it. I had someone with black stirrups show in an adult equitation in front of me today…I noted it,but it didn’t effect her score.
Any idea if peacock stirrups are still ok for lead line?
We have an Inky Dinky saddle that came with peacock stirrups.
I don’t have the wording for the new rule right in front of me, but I would be surprised if they make exceptions for anything.
