What have you found to be the most effective ant killer to put on mounds that is safe to use around the barn and in paddocks?

We use Sevin dust.
Sevin only kills the ants on the surface. The ants carry the Amdro pellets into the mound and feed the queen taking care of the whole mound.

I second Amdro. But don’t leave the plastic containers somewhere not secured. The raccoons will find it, gnaw into the plastic container and eat it. Then you won’t have any ant bait when you need it.
