Anyone that wants to play the game needs to at least become a member of the association it intends to play with, here AQHA and APHA.
Then they can look any horse up themselves and so much else.
No one has transferred her yet from the breeder, so be sure the paperwork is in order if you are looking at her to buy.
For AQHA, that means an original registration certificate and a transfer sheet from the owner of record, here it seems that is still the breeder, properly signed by that person on the papers.
