I had this problem with my two geldings. Try a pull-on lycra mask. I switched to one one of these, from a mask with a big velcro strip, and always find the mask on now.
Bitter apple would be awful to get in your eye too. I don’t have a recommendation unfortunately, but I would think anything to stop chewing would be too risky near the eye.
If it’s being removed by the Velco flap under/beside the jaw, give it a try. It’s not like the stuff is going to bleed upwards towards the eye if you limit application to the jaw strap. Obviously apply off the horse and allow to dry before dressing in freshly marinated and hopefully not so tasty mask.

Next question, is it being yanked off (you’ve witnessed it?) or is it being rubbed off? If it’s being rubbed off, sew it to the outside of a well-fitted halter (cheap and with shitty hardware) so it’s still safe) and say, “HA. HA. HA.” Knock on wood, that’s been working for a couple of years for my mask remover. Not sure if it’s that much harder to remove or whether the halter against skin feels better than mask against skin. Either way, “HA. HA. HA.”

Well the mask has ended up on the other horse’s side, and has rips in the area of being yanked. It also stays on great when the other horse isn’t turned out next to her. So I’m deducting but no solid eye witness accounts
In this case, I don’t think you need solid eye witness accounts
But maybe a wider aisle, some hot wire, a moat filled with (insert your favourite ridiculous item that terrifies the mask destructor), and a bird cannon.

I’ve tried the Lycra ones. They come off even faster.
You could put swat on the most likely to be bitten areas. Tastes awful and helps keep bugs away as a bonus. As it is a gel, it shouldn’t run/bleed.
