I have some older (90’s?) Pikeur pleated breeches, while not “flared” they do fit much looser through the hip and thigh - mine look like these, but are a little looser in the leg.

This. “Flared” means flared at the top, or “peg tops.”
At the bottom, that is called bell bottoms. Or Kentucky jods.
It is confusing to refer to bell bottoms as “flared” since they are neither flared nor breeches! (Of course there are also flared jods, but they are not bell-bottoms! )

Flared jodhpurs look like them except jods come all the way to the ankle and have cuffs.

Actually they are like “camouflage.” They break up the real silhouette and substitute a different one that everybody knows isn’t real. So if there is a “thigh issue” you are effectively hiding it in plain sight where if you were to wear a form fitting fabric you would be advertising the problem.
Sometimes the best deception is not hiding what you want to hide but making it look that that which it isn’t.

They make your hips O(and bum) look narrower. And no one can tell exactly how large the thigh really is.
