So, this part of my boot broke, is there any way to fix it? Do i have to buy a whole new boot?

Is that the top strap behind the zipper? Or another piece? Velcro or leather or? Hard to tell.
Have you tried taking the boots to a local shoe repair (cobbler) for repair? Or recommendation.
