Not intended for continuous use or while being ridden, as mentioned in the link. However, sounds like a real pain to have to put on and take off all the time.
You can ride in them. When I was going through the situation with the horse I used them on, I was corresponding with the gal who owns the company (I think), and she said that she had an eventer who was very successfully showing in them. So I would email the company and ask because it sounds like they would know the answer.
From a rules perspective, I have absolutely no idea.
They can be ridden in. The company, for liability reasons, does not suggest it but their FB page is full of jumpers and eventers using them while riding as PNW says. . They offer a video on how to alter them for riding but I haven’t looked at it yet.
I would think they would not be legal for dressage. I did a schooling show with a hoof boot on and had to get permission to use it. My horse had thrown a shoe and there was no farrier at the show. I was told anything that goes over the hoof is not legal.
Pretty sure that that would count as a hoof boot, so no. But you can always contact USEF to get a clear answer-- email the Eventing liaison, Shealagh Costello.

USDF Rules state, that you can’t have any boot that comes up past the hair line. As the owner of an OTTB with crap feet that HAS to have boots on the fronts as shoes aren’t an option I’ve looked at every angle. Those boots aren’t legal.
