Choosing between barns

Wait now I’m confused. If you have to stick around while your horse is turned out, how will he be turned out on grass for several hours per day?

It sounds to me like you are leaning towards the one with the grass, so I’d say try that one and see how it goes.
I am ok with dry lots for turnout, but a lot of that is the type of horse I have. It sounds like you have a plan for using your time there. I did board at a supervised turnout place, but I have dogs that are pretty high maintenance, so even though I had things I could do there, it was pretty frustrating to have to stay on the property. The turnouts were also most often in use by the owner’s horses, which I do understand, but it was difficult in terms of scheduling.
