I have western cinches in 28-32’s. I usually use a 30 it seems. They should not be pulled as high either, in that the ring/buckles are lower.

That’s one way, but having the (rather large) buckles being pressed into the ribcage on the turn of the ribs can be uncomfortable for some, and might rub. There’s really no harm in having the buckles higher.
My (round) horse uses 36"s, and I’m going to weave a couple of 38"'s when my new buckles come in.

I use a 32" on my horse, with only about 5-6" between it and the rings. I just find it more comfortable for my horse, and it allows me to use a thicker saddle pad when needed without switching cinched.
