Claiming race question

There is a mare I follow on Equibase that is entered in her 2nd ever race on 3/13/25. It is a $12,500 maiden claiming race. But, when I look at the entries, she is the only horse that has $0 listed as the claiming price. Every other horse has $12,500 listed.

I thought ALL horses entered into a claiming race could be claimed.

EDITED TO ADD: Via Google it seems it is possibly because her first and only race was in April 2024? Since she hasn’t raced for 180 days she can be exempt from claiming. Is that correct???

It is a state specific rule, but yes. The typical rule of a waiver claim is that Owners/Trainers can choose for a horse to participate in a claims race, while electing to waive the claims option if the horse was unraced for 6 months. It encourages downtime by allowing owners to protect their investment and not have her claimed away at her first race back. Otherwise, it’s a little too tempting to run a horse who really should get 6 months off.
