That was back from 1968, Mexico City Olympics and I am gonna bet that was William Steinkraus accepting the medal.
That year the top 3 in the Show Jumping were all men: Steinkraus-Gold on Snowbound, Marion (Yes a British Man) Coakes on Stroller - silver, and David Broome of GBR on Mr. Softee bronze.
The dead give away are the “poofy” pants that were the norm then. And here is a page that shows a different angle of him receiving the medal:

Also remember, that it used to be a tradition to have the top 3 medalists from Individual Show jumping come into the stadium DURING the Closing ceremonies and be awarded their medals in front of everyone. This was evidenced at Los Angeles. I have it on my 1984 highlight VHS.

Mexico City! I was at those Olympics, heavy security and police everywhere, can’t remember why but it was a scene down
there. I seem to remember that the Canadians won gold and I think the French won silver in team jumping… I have an old program somewhere— but now that you mention it, USA won gold in individual jumping and the British took silver and bronze. Boy Emily, you have a good eye!
