I am having trouble with the numbers. Millions of $$ to add some 4* jumps to an existing 3* course??? To an event that already exists (e.g. Jersey Fresh)? The officials are there, the physical set up is already in place (stalls, dressage rings, stadium jumping ring and jumps, a prepared and marked x/c, jump judges, etc.)

Depending on the number of new jumps that would need to be constructed, I can’t see that adding a 4* to an existing 3* event would cost more than $50k.

I do not know what it cost to send a horse and rider to europe for an event ($25k??) For sake of computing, let’s use that as an actual number. 30 x $25,000 = $750,000.

How are you figuring the “millions”?

there is also, IIRC, a rather large minimum prize money purse that is required for an FEI 4*. IIRC, Adelaide almost died a couple of years ago, in part for lack of a huge sponsor to guarantee the prize money. See 2014 FEI Eventing Rules, Appendix E for the requirements for a 4*. Minimum prize money is 100k Euros. Bromont would qualify if it could raise the prize money. Most of the other 4* requirements are the same as for a 3* CCI.
