Curiosity ? - stopping a race in progress

Based on Race 1 at Laurel today. 1 1/16 mile race, horse tripped right out of the gate and jock came off.

As the race was progressing around the clubhouse turn and backstretch, the race caller was mentioning that the jockey, Carol Cedeno, was down on the track and being attended to. She was assisted off the track as the horses were reaching, sounded like, about the mid-point of the far turn.

At what point, and who, makes the decision to ‘stop’ the race because there is a down horse and/or jockey in the path of the oncoming horses?

How is that ‘stop’ communicated to the jockeys? Can jockeys hear and do they listen at all to the race caller during the race? Do tracks employ the same ‘siren’ I’ve heard mentioned when there is a loose or down horse during morning workouts?

When I’ve seen races stopped mid-race (once the gate got stuck across the track, another time there was a deer on the track) outriders rode out in front of the advancing field (off to one side) and waved them off. The track announcer was also telling the jockeys to pull up, but it’s unlikely that they heard it. No, there isn’t a siren in the afternoons.

I hope Carol Cedeno is all right.

I ‘replayed’ the start to see why there was a loose horse (and initially, because I was in the other room) just heard the announcer saying something about ‘name’ on the track so I didn’t even know if it was horse or jockey.

Horse stumbled out of the gate and she popped off… I do hope she’s ok as well…
