Bob’s custom reining saddles could fit the bill:

Call them with your needs, they know their stuff.
Way too long for a short backed horse.
They make them any size skirts anyone may want?
Here is one at 28":

Others, some arabian models, are even a bit shorter.
28" is long. My current saddle is 25"
also when you have the seat built up in front it pushes your weight back and you don’t get a balanced seat nor is it good for a horse with a short back to have your weight back further. It also makes you need a bigger seat because of so much padding which means longer tree.
They make saddles, with all kinds of fronts and seats and skirt lengths and any other someone may prefer, here is another very light and short saddle, with a flatter seat:

You may find that seats come in all kinds of fronts, in an English saddle that is called twist and those also can be longer and wider or shorter and narrower, built up more or less.
The rider will sit in the right place in any good saddle that fits it.
Now, there are many kinds of western saddles out there, Bob’s was just a suggestion of a kind of saddle that most professional western trainers have in their barns for everyone to ride, their students and helpers and themselves, because they fit so well and makes finding that right spot and spending many hours in the saddle a good experience, that’s all.
I have seen plenty of saddles selling for the western dressage market that are very low end saddles.
Not impressed with their quality as far as a good saddle, that makes it hard to recommend them.
Your figure to buy one is for the better saddles, so that is what I was thinking you were looking for.
JJ Maxwell (California) makes custom western saddles. They have a selection of trees to fit a variety of horses.
He does have a website.
Here is a western dressage saddle:

Lynn Palm should know what is a good saddle for that.

Somebody here got one of the JJ Maxwell Hope saddles and really liked it. I don’t remember who, though.
I had forgotten about them. They do have nice saddles and are of the same philosophy about a balanced seat. I was thinking they are over budget but will check them out again.
I found the saddle that I am ordering with some tweaks. Removing bucking rolls and changing stirrups are the main things. http://outwestsaddlery.com/saddles/extra-wide-western-stock-saddles/
I just got my new semi custom XW saddle. Once it is broke in this will be a dream. I really like it so far.
While I am at it I also got a new baroque saddle that I really like. Both of thee put you in a nice position and riding is much easier.
Congrats on your purchase and thanks for the follow-up post!
