You know, when several strangers take the time to try to help you because you asked a question, the polite thing to do is to say “Thanks guys! I appreciate the responses and found my answer.”
Rather than just deleting a conversation you started, and which other people are trying to help you in, with nary a word.
A little manners goes a long way sometimes.

OP, a little life advice that applies handily to this forum: take what works for you, and leave the rest. That is to say, if you receive sundry answers to a question you posited on a public forum, use the things that work for you and wash your hands of the rest.
You may not know this as a newer member but you’ve had some of our most active and best horsewomen reply to you on this thread. They know more in their pinky than the average person knows in their entire body.
Sometimes some hard truth is needed and sometimes we miss the forest for the trees, which is why outside perspectives are helpful. You focusing on your mare’s belly when there are other glaring musculature shortcomings tells us, as horse people, that you may be missing what is right in front of you. Most – if not everyone on this forum – come from the vantage of wanting to genuinely help.
To answer your question - your mare’s belly is perfectly normal for a horse that is not entirely abdominally fit. You will need to work her over her back – correctly – for that to go away. It is strange to fixate on her belly when IMHO, the more glaring thing in the photo is her lack of topline.
I have also heard from other horsewomen, that sometimes a sagging belly is an early sign of some connective tissue disorders like ESPA. It is not likely here, but just something to tuck away in your mind to take out when you need it.

Omg, pet peeve. Where on earth do people think muscle comes from? Thin air? It astounds me that people can think it will magically develop with no extra calorie/protein input.
